No. What looks like three resistors, with a black band in the middle (0 ohm), are jumpers. It is possible that one of them allows you to split pin27 from Vcc, and connect it to A14 (pin27 of the socket of the other EPROM).
But it is true that hap's solution is much simpler: no hardware changes, a simple modification to the programming of the EPROM.
