They are digital watch components (weird choice, and cheap), when the game resets them after New Game, they start at 1AM. And like a 12hr watch, if you happen to play for really long, it will roll over from 12:59 to 1:00.

If I remember correctly, the explanation for 1:00 is
"In the first hour, 00 minute was used".
And for 12:59 , "in the twelfth hour , 59 minutes was used", so when the display come again at 1.00, only twelve hours was used.
