I think, the 8086 uses an asymmetric clock (the original PC had 4.77 MHz for the cpu with an oscillator of 7.16 MHz.
For 6.2 MHz this would indicate ca. 4.2 MHz für the cpu, well within its characteristics.
I don't know the available chips in Soviet Union of 1991 for consumer parts but perhabs 4 MHz would mean no penalty when accessing ROM?
And the latest bit over computing power was surely not the goal of such a ches computer. Price and reliability were more important.
