Note that Avant Garde 2100 CPU is slower than Designer, even at the same frequency. It has a dynamic CPU speed divider of /4. I think because of slow EPROMs, Fidelity enforced wait states this way. Mephisto Glasgow does something similar.

Under emulation, if this 'feature' is disabled (or completely unemulated), automated competitions to measure playing strength will have a flawed result.
