Yes that is pretty much the same approach as I have. Except for 2GB drive I have it as follows:
imgmount 0 622c.img -t floppy -fs none
imgmount 2 windows95.img -size 512,63,64,520 -t hdd -fs none
imgmount 3 2gb.img -size 512,63,128,520 -t hdd -fs none
boot -l c

maybe we can optimize the 2 GB HDD
creating a 2GB image:
