To my opinion, doing calculation using the Eloliste data is the way to answer your question, rather than using search depth information or so.
The leap from 12 to 24Mhz (120 Elo) is rather impressive. From 12 to 32 the mathematical forecast is: 120 x log(32/12) / log(24/12) and that is +170 Elo = 2008. With 30Mhz tuning, +160 Elo = 1998.
Now, from a subjective point of view, the additional increase in speed (compared to 24Mhz) should be less efficient than the 24Mhz step, therefore my guess is both tuning speeds can comply. Another question is: does the GM provide enough choice with the levels you can set, to take advantage of the increase?
