You can reinforce the conductive tracks with electrically conductive paint, but be careful not to use alcohol, as the tracks will be dissolve instantly and needed to be completely redone....

Try extracting the EPROM (with 2 flat screwdrivers) and reinserting it.
This is probably due to poor contact with the socket (oxidation), as the other ICs are soldered.
